Before you leave for summer break, we wanted to share with you some major developments regarding the EES. On Thursday, May 29, the HSTA filed a class action grievance.

CHRONOLOGY
April 2013
HSTA & BOE/DOE finalize negotiations for a new collective bargaining agreement for 2013-17, which includes the establishment of the Educator Effectiveness System (EES). HSTA believed, and the Employer stated, that the EES would include all educators from the Superintendent down to the school level administrators and teachers.
March 2014
Joint HSTA/DOE teacher survey completed, concluding that teachers needed more time, guidance and clarity.
April 2014
Unit 06 Arbitration Award (covering all principals and vice principals) does not include “pay for performance”; arbitrator ruled that principals are not provided a system of support to fully implement EES.
May 2014
Survey of principals about school conditions and EES is published, and results mirror the teachers’ survey.
HSTA files class grievance, alleging that due to the Unit 06 Arbitration Award, the EES cannot be fairly implemented for teachers.
TEACHERS ASKED TO JOIN CLASS ACTION GRIEVANCE
HSTA filed a class action grievance based on the mounting evidence that the EES is not fair, transparent and equitable, AND because of the fairly recent Unit 06 Arbitration Award now creates a double standard between teachers and principals.
